Enigin News - Indian Government Plan "White Certificates" for Energy Efficiency

THE Indian government will introduce sector-wise energy efficiency and unit-wise consumption targets for nine notified sectors in the first part of 2011.

This is intended to be just the first step towards actioning a proposed market-based mechanism using energy saving certifications to encourage efficiency improvements across energy-intensive industries.

The industrial sectors that will be affected during the first phase are thermal power plants, cement, aluminium, iron and steel, pulp and paper, fertiliser, textile and railways.

Under India’s new Perform, Achieve and Trade (PAT) proposal, planned for next year, over 700 industrial facilities across the selected sectors nationwide, will be set targets for reducing their energy consumption. The industrial plants managing to better their targets will then be able to sell energy saving credits to those who fail to achieve the required energy reductions.

Based on the concept of emissions trading, the proposed scheme looks to maximise energy savings nationally in the most cost-effective manner.

An Indian government official stated:

“The targets — sector-wise and at the unit-level — are proposed to be established by 2011 for the nine notified sectors. The implementation period to achieve the specified targets by these designated consumers is three years from the date the norms are established. The monitoring mechanism for designated consumers is also proposed to be ready by 2011.”
