THE Texan city of Houston in the U.S. yesterday announced their Green Office Challenge, an initiative to get city offices to save energy with the added incentive of low-interest energy-efficiency loans.

Houston Mayor Annise Parker stated: "We're probably the most over-air-conditioned city in the world...There's a lot of opportunity to make improvements."

A study of Houston’s energy use in 2007 revealed that more than 20 per cent of the green house gas emissions came from office buildings.

The 12 month initiative includes an energy-efficient loan program that would provide an incentive to those concerned about the costs of going green, the city will offer low-cost loans to commercial property owners and tenants for energy efficiency projects.

Laura Spanjian, the mayor's director of sustainability, said that Houston's overall building emissions are slightly higher than other cities and highlighting the importance of the low-interest loans available under the programme she added:

"People like the idea of doing energy-efficiency improvements, but they still get nervous about that upfront capital."

$7 million may be used by the city to make energy-efficiency loans, offering them in blocks ranging from $150,000 and $250,000 with interest rates of less than 3 percent.

This incentive money is available from the $23 million of stimulus funding Houston received last year from the U.S. Department of Energy.

The city has set a goal to have 300 landlords and tenants sign up to the scheme by October 15, when the programme officially starts.
