Last year,
Irish Environment Minister John Gormley unveiled a plaque at the new development, designed by renowned architect Daniel Libeskind.
"Climate change is an issue in terms of energy usage but we're going to continue to see a price rise when it comes to dwindling oil and gas so we have to be aware that this is the way to go," Mr Gormley said.
"I think it's relatively easy to do. This is not huge extra expenditure. This year we're going for 60 per cent and I hope it will be signed into law by the end of the year, as promised."
