Enigin News - China to Keep up Energy Efficiency Measures

CHINA has been criticised for their recent Iron Fist approach towards energy savings but they vow to continue, albeit by more conventional methods, during their next five year plan.

China, is now the world’s biggest energy user and polluter despite their efforts during their current five year plan, which ends this year, with the country facing increasing difficulty in meeting its climate-change goals.

Officials revealed that for their next five year energy plan, the 12th., they will continue to implement measures, but a little less draconian.

They promise to use the more regular methods of incentives, including tax incentives, price reforms and financial subsidies to drive environmental actions and power conservation. But many experts feel they may struggle to achieve their energy efficiency goals over the next decade.

Xie Zhenhua, vice chairman of the National Development and Reform Commission, told reporters in Beijing today:

“We will persist with all these economic measures during the 12th five-year plan”

Xie also revealed that China has budgeted to spend 83.3 billion yuan ($12.5 billion) on energy and environmental conservation this year, and that is following investments of 128.5 billion yuan in the 2006 to 2009 period. China could also spend as much as 5 trillion yuan in the decade 2010 to 2020.

“China can still realize its target for energy conservation and emissions reduction for the 11th five-year plan,” Xie added confidently, probably over confidently.

The current five year goal is to cut energy consumption per unit of gross domestic product by 20 percent between2005 and 2010, but energy intensity rose 0.09 percent in the first six months compared with last year leading to authorities imposing power outages and factory closures to reduce energy intensity.

Explaining their actions Xie told reporters that the Chinese government plans to close 10,000 megawatts of small power generators, 25 million metric tons of obsolete iron-mill capacity, 6 million tons of steel capacity and 50 million tons of cement capacity. Resulting in an energy saving equivalent to 16 million tons of coal.
